Silky Heart is the second opening theme to the anime series, ToraDora! The first opening theme was Pre-Parade, also by Horie Yui, who voices one of the characters in the series, Kushieda Minori.
The video features school girls, one of them being Horie Yui herself, dancing within school premises. It's pretty cute, mainly because the plaid skirts and knee socks do have a certain appeal. But about the singer herself, uh, her facial expression in the video kind of creeps me out. She looks like an android.
Horie Yui's real name is Horie Yoshiko. In addition to being a singer, she has a successful career as a seiyuu. As a matter of fact, I know her mainly from her voice roles, which include Naru Narusegawa from the Love Hina series, Tohru from Fruits Basket, and of course Kushieda Minori in the still-airing anime, ToraDora!BUY:
